Dr. Zaw Win Sandy

Dr. Zaw Win Sandy

Dr. Zaw Win Sandy is a distinguished healthcare executive with over 18 years of experience in hospital operations, workforce strategy, and healthcare innovation across Myanmar and the Asia-Pacific region. Born and raised in Myanmar, she holds an MBBS from the University of Medicine (1), Yangon, and began her career at Yangon General Hospital before transitioning into healthcare leadership. She later earned an MBA from James Cook University, Australia, and gained international management experience in Singapore as Clinic Operations Manager at City Health Clinics, where she was exposed to high-performing outpatient and primary care models. Dr. Sandy joined Pun Hlaing International Hospital in 2011 and progressed rapidly through senior leadership roles, including Talent Management Director for the Pun Hlaing–Siloam Hospitals joint venture. She led human capital strategy, workforce planning, leadership development, and large-scale recruitment across hospitals and clinics in Yangon, Mandalay, and Taunggyi. In 2019, she assumed operations leadership of Pun Hlaing’s flagship Hlaing Tharyar Hospital. In 2020, she was appointed Chief Operating Officer of Emerging Health, where she founded HEAL by Pun Hlaing, an integrated hybrid healthcare ecosystem combining primary care, diagnostics, digital health platforms, and community-based services. During the COVID-19 pandemic, she led the establishment of four mass vaccination centers across three major cities, delivering over 300,000 vaccinations. Dr. Sandy served as Group Chief Operating Officer from March to November 2025 before being appointed Chief Executive Officer of Yoma-OUE Pun Hlaing Hospitals Group. As CEO, she provides overall leadership for the Group, driving strategic growth, operational excellence, clinical governance, and expanded access to quality healthcare nationwide. She is an Executive Director of First Myanmar Investment Co. Ltd (FMI), a Board Member of Sun Community Health (SCH), and an Advisory Board Member of Step In Step Up (SISU). She also serves as International Study Coordinator for the Australasian College of Health Service Management (ACHSM) and is actively involved in developing future healthcare leaders. Dr. Thet Thet Khine is a seasoned healthcare executive with over 31 years of experience across clinical practice, public health, hospital operations, and strategic leadership. Currently Deputy CEO of Pun Hlaing Hospitals, she drives organizational culture, staff engagement, and operational excellence. She began her career in clinical medicine before leading public health initiatives in Yangon. Joining Pun Hlaing in 2005, she advanced through multiple leadership roles, spearheading clinical operations and international programs, including the flagship Overseas Specialist program. As Managing Director post-merger with Siloam Hospitals, she expanded a national network and enhanced care quality. She also serves as General Secretary of the Myanmar Private Hospital Association, promoting sector-wide professional development.

Daw Kyi Thar Linn is a seasoned finance leader with over 20 years of experience across multiple industries. As Chief Financial Officer of YOMA OUE Pun Hlaing Hospitals Group, she leads finance and accounting, driving financial strategy, governance, and operational efficiency. She holds an MBA from Yangon University of Economics, along with diplomas in Accounting and International Financial Reporting. Since joining the Group in 2014, she has played a key role in strengthening financial planning, budgeting, capital management, and risk control. She has also led the digital transformation of finance functions, enhancing transparency, and efficiency. Her leadership supports sustainable growth, strategic expansion, and the delivery of accessible, high-quality healthcare aligned with international financial standards.

Dr. Sitt Paing is a healthcare technology leader with over a decade of experience in digital transformation, innovation, and operational improvement. As Chief Innovation Officer at Pun Hlaing Hospitals, he leads enterprise technology, data and AI, digital health, cybersecurity, and patient experience initiatives. With a background spanning clinical practice, operations, and executive technology leadership, he has driven major system and EMR transformations, launched patient-facing digital solutions, and strengthened governance and cybersecurity. He is recognized for advancing data-driven strategies, product innovation, and cross-functional team performance across hospital networks. Dr. Sitt Paing holds an MBBS, an MBA in Healthcare Management, and an MSc in Data Science from the University of Edinburgh and is an active speaker in healthcare and technology forums.

She brings extensive experience across Myanmar and the APAC region, including professional exposure in Singapore. Her cross-industry journey spans education, consulting, FMCG, financial services, and healthcare—having worked with institutions such as MDIS, PwC, Heineken, Myanma Apex Bank, and Pun Hlaing Hospitals. These roles have strengthened her ability to navigate complex environments while aligning local execution with regional perspectives. Throughout her career, she has led initiatives in brand building, customer experience, and organizational transformation, with a consistent focus on trust and long-term value. Dr. Ohnmar Shein is a senior healthcare executive with over 25 years of experience in clinical practice and leadership. As Chief Medical Officer at Pun Hlaing Hospitals, she has driven clinical excellence, system development, and organizational performance across a multi-site network. Her expertise includes clinical governance, health services planning, and operational strategy. She led Myanmar’s first tiered pricing model, improving accessibility and equity, and pioneered clinical governance frameworks to enhance patient safety and quality. She also implemented a hub-and-spoke model and strengthened specialist workforce strategy. A key leader during COVID-19, she ensured resilience and continuity of care. She holds an MBBS and is affiliated with ACHSM and ISQua, bringing a patient-centered, transformation-focused leadership approach.

Dr. Mi Mi Khin is a distinguished healthcare leader with over 30 years of experience in clinical care, hospital operations, and healthcare management. She earned her MBBS from the Institute of Medicine (Mandalay) in 1986 and a Diploma in Family Medicine in 2001. Her early career included serving as a Senior Officer in the Accident & Emergency Department at Malaysia’s UKM Hospital. Transitioning into administration, she joined Pun Hlaing International Hospital in 2006 and advanced through key leadership roles, including Administration Director and Director of Non-Clinical Support Services. Since 2019, as Chief Corporate Support Service Officer, she oversees licensing, compliance, facilities, and equipment management, ensuring operational excellence, system reliability, and high standards of patient care and safety.

Aung Thurein is an experienced HR leader with over 18 years across FMCG, healthcare, professional services, and conglomerates. As Chief People Officer at Pun Hlaing Hospitals Group, he leads human resources development, organizational development, and corporate sustainability, while shaping strategic workforce capabilities. He has extensive expertise across the full HR spectrum, including talent management, compensation and benefits, learning and development, and HR analytics. He played a key role in the Group’s 2017 transformation strategy. Prior to this, he led HR operations at IGE Group, supporting over 1,500 employees. He began his career in training and talent development roles. He holds a B.Com, MBA, and professional HR certifications, underpinning his strategic and operational leadership.

Ma Nang Nu is a dedicated healthcare professional and Chief Nursing Officer at Pun Hlaing Hospital, leading nursing operations to ensure high standards of patient care aligned with the organization’s vision. Beginning her career after completing nursing training in 1997, she gained early experience in a government hospital before joining Pun Hlaing in 2005. She progressed steadily through key leadership roles, including Charge Nurse, Nursing Officer, Unit Head, and Nursing Manager, before becoming CNO in 2022. Committed to continuous development, she completed management and leadership training programs, including Strategy First and ANLP. Known for her collaborative leadership style, she drives team performance, nursing excellence, and strategic initiatives, including JCI recertification efforts and long-term nursing workforce development.
